Capital Projects

The Capital Projects team is responsible for carrying out the Capital Improvement Program (CIP) of the Town. This program includes various projects aimed at constructing, maintaining, repairing, and rehabilitating the infrastructure, facilities, and specialized equipment of the Town. 

Capital improvement projects are one-time projects that are not related to maintenance. They involve assets of significant value, generally exceeding $50,000, and have an expected useful life of five years or more.

Capital improvement projects require careful planning and execution. They are subject to change based on new service needs, financing opportunities, emergency situations, or other directives from the Town Council. These projects are planned well in advance and can take between 3 to 7 years to complete. The process includes planning, designing, funding, construction, and regulatory inspections.

The Town budget, adopted each year, includes a list of capital improvement projects.

Infrastructure Projects

Infrastructure projects include storm drains/systems, street curbs, gutters, sidewalks, lighting, pavement, bike paths, and ADA retrofits.

Pavement Management System

The Town of Brownsburg carries out an annual Pavement Surface Evaluation and Rating (PASER) study to assess the condition of the local roads. Road sections are visually inspected for defects and rated on a scale of 1 to 10, where 1 represents a failed road and 10 indicates an excellent road. 

The Pavement Management System facilitates the Department to analyze the need for roadway maintenance and rehabilitation at appropriate intervals or schedules. By effectively treating the roadways, the Town can reduce the costs of deferred maintenance and provide better driving conditions to the public.

Facility Projects

Facility projects include parks, recreation facilities, office buildings, IT projects, and maintenance and fleet facilities.

Equipment Projects

Equipment projects typically include replacing over $50,000, such as snow removal equipment, fire and police apparatus, generators, and specialized equipment.
