The Brownsburg Town Council has started the process of considering an aquatic center amenity for the Town of Brownsburg.
The proposed aquatic center will be located at Lincolnwood Park (315 W. Main St.), featuring an indoor and outdoor pool. The 23,000 sq. ft. facility may have a multi-purpose pool, a recreational pool, a lazy river, slides, and zero-depth entry. The facility may also house three multi-use rooms and concessions.
The goal is to construct a modern public pool facility where families and people of all ages and physical abilities can gather to enjoy swimming, recreation, and outdoor water activities in a safe and friendly environment.
Background
The Town of Brownsburg has contracted with Williams Architects, a design, architecture, engineering, and planning firm to oversee the design and business plan of an aquatic center.
Public input regarding the aquatic center has been collected over the years, most recently through the Brownsburg Parks Strategic Master Planning process. In 2017, a statistically valid community needs survey found that Brownsburg residents desire an outdoor swimming pool as their second most sought-after amenity.
The Parks Department is currently conducting another statistically valid to confirm a pool is still a top amenity. The consultant has taken into consideration all the feedback received to create the initial design of the facility.

The aquatic center's proposed location is at Lincolnwood Park. The Town of Brownsburg purchased this 51-acre property from the Tague family in June 2018. Located just west of the intersection of Green and Main Street, the expansive acreage has the potential for many community amenities.

- There are several community pools nearby. Why does Brownsburg need its own pool?

The results of a statistically valid community needs assessment indicate that Brownsburg residents want a facility built in their town. By constructing our own indoor and outdoor aquatic center facility, we can keep the dollars spent by residents local, as they can shop and dine nearby. Furthermore, Brownsburg could potentially attract individuals from neighboring communities, such as Pittsboro, Clermont, Speedway, and the west side of Indianapolis, who do not have a facility nearby.
- How much will the Brownsburg Aquatic Center cost?

The total cost is estimated to be just under $18 million.
- How will the Town pay for this facility?

An $18 million bond is proposed to pay for the facility.
- Why hasn’t there been a community vote to determine if the community wants to pay for this?

The community has consistently indicated, through statistically valid surveys, community workshops, and charrettes over the last 10 years of strategic master plan that indicate that community wants a pool! that an aquatic center is their top priority. A referendum vote is only required when the project will directly raise property taxes.
- What happens if the project goes over $18 million?

Due to the requirements of the bond, this project cannot go over $18 million. If costs are above budgeted prices, features may be cut or completed in phases to save money.
- How will this facility generate funds to support itself?

We are considering all revenue sources for the aquatic center, including membership fees, rental fees, and programming. A business plan will be released in mid-November.
- Why can’t the funds go towards improving our infrastructure?

The 2024 budget allocates funds for numerous infrastructure upgrades, such as Watermill Splash Pad improvements, $1 million in road resurfacing, College and Main St. Storm Sewer Separation, water Main and Service Line Replacement, Northeast Sewer Interceptor, Radio Read Meter Installation, Antenna Towers, and various traffic signals. Moreover, some infrastructure projects are eligible for state and federal grants.
- Will my water bill go up as a result of this facility?

No, water utility bills are directly for the cost of water to a home or businesses.

The entire facility is proposed to be 48,997 square feet, including indoor and outdoor components.
- Why are there only three lap lanes indoors?

The Brownsburg High School Aquatic Center has a 10-lane, 50-meter pool. This pool has a standard three lanes with more programmable recreational space to ensure we are not duplicating community amenities.
- What pedestrian access will be available for this facility?

Lincolnwood Park is situated next to White Lick Creek. The White Lick Creek Greenway has the potential to connect the park to Brownsburg's business district and Arbuckle Acres Park, enabling trail users to travel north of I-74. Currently, the second phase of this trail is in its planning phase.
- Why are features like a gym not included in this project?

This facility is an aquatic center to avoid duplicating services offered by private businesses. A future expansion could address additional community needs.
- How can we maintain an aquatic center when the splash pad at Williams Park continues to fail?

The splash pad was built in 2016, and some parts have exceeded their life expectancy due to extended seasons. In addition, the Town is exploring possible errors with installation in 2024.
To address this issue, the aquatic center will have an Asset Management Plan to identify and budget any necessary replacement parts. In addition, there will be additional oversight during construction with full-time inspections.
- How many lifeguards will be needed to staff this facility?

The indoor pool can operate with a minimum of 3 lifeguards and the outdoor pool can operate with a minimum of 13 lifeguards.
- How will the facility be staffed?

The Town of Brownsburg is exploring various staffing options, including the possibility of utilizing a third-party staffing service. Such a service would offer access to a broader pool of job candidates in and around Brownsburg while also providing onboarding support. This would allow the park staff to focus on other important tasks and priorities.
- How will the Town of Brownsburg address the water quality?

Per Indiana Department of Environmental Management regulations, Brownsburg is obligated to submit monthly, quarterly, and annual water samples for testing by certified labs. This ensures that the water supplied to our community is safe and clean. The Brownsburg Water Quality report for 2022 can be accessed online (PDF), which has no violations reported. Additionally, the Hendricks County Health Department will regularly monitor the pool's chemical levels, through annual, monthly, and weekly inspections and water tests to ensure its safety.
- How will the capacity of the facility be managed?

The Town of Brownsburg is still determining the best way to manage the capacity of the facility. The front desk will have multiple staff members to monitor attendance and usage. It may be possible to have both indoor and outdoor pools in operation during the busy summer season, if needed.
- How will the aquatic center integrate with existing community programs and initiatives?

This facility provides ample opportunities to collaborate with local businesses to extend services like swim lessons and scuba diving classes. The multi-purpose rooms can be programmed to serve various needs. Furthermore, the concession stand offers additional opportunities for community partnerships. In 2019, we successfully taught over 480 number of children how to swim. We intend to continue offering these programs to educate our community and provide life-saving resources.
- How will the facility stay secure?

The indoor facility will feature an access management security system similar to other Town facilities. The outdoor pool will feature a fence around the facility.
